New invoices for taxes and fees

Directive No. 162 of the Board of the National Bank of Ukraine dated December 28, 2018 introducing International Bank Account Number (IBAN) in Ukraine entered into force on August 5, 2019 so banks have begun assigning since August 2019 new IBAN accounts to clients, and new accounts for payment of taxes, levies and other earnings have become operative since October 01, 2019 to comply with this new IBAN standard.

The State Tax Service noted that both old and new accounts will remain active for payment of taxes throughout the transition period from October 1 to October 31, 2019. It should, however, be kept in mind that from November 01, 2019 onwards only new accounts will remain in operation. The details of new accounts for payment of taxes are posted by the State Tax Service on its website (www.tax.gov.ua) in section Budget Accounts.

Today, 61% of payments made in Ukraine are IBAN payments, so to ensure the fulfilment of budget programs, the government has decided to extend the use of old accounts until January 12, 2020. Banks will therefore accept documents with either Bank Code and Account or IBAN until January 12, 2020, and from January 13, 2020 they will accept only those with IBAN. This decision was set out in Directive No. 118 of the Board of the National Bank of Ukraine dated September 26, 2019 amending Directive No. 162 of the Board of the National Bank of Ukraine dated December 28, 2018 which entered into force on October 02, 2019.

This directive does not, however, extend the transition period for accounts for payment of taxes and levies until January 12, 2020, so it should be kept in mind that only new accounts will be operative already from November 1, 2019.

It should also be noted that switching to an IBAN account is also required for payment of Single Compulsory State Social Insurance Contribution, and only new IBAN accounts should be specified for payment of Single Compulsory State Social Insurance Contribution as the old accounts ceased to be valid on October 1, 2019.
